Most staffing-agency comparisons in Dallas-Fort Worth start and end with the bill rate. But the rate is the easy part to compare β it's the contract terms around the rate that decide whether you actually save money or inherit a pile of surprise costs.

1. What's your replacement guarantee β and what voids it?
Every agency advertises a guarantee. The detail that matters is what triggers it and what cancels it. Ask:
- If a worker no-shows or quits in the first week, do you replace them at no charge β and how fast?
- What voids the guarantee? Some contracts exclude performance issues, only covering attendance; others require you to report problems within a tight window.
- Is the guarantee a free replacement, or a prorated credit?
Get the answer in writing. A strong DFW agency will put a clear first-week (or longer) replacement guarantee in the agreement. A weak one keeps it verbal and vague.
2. How is the bill rate actually structured?
The bill rate is the pay rate plus the agency's markup, which covers payroll taxes, workers' comp, unemployment insurance, and the agency's margin. You don't need the agency's exact profit, but you should understand the structure:
- Is the markup a transparent multiplier on the pay rate, or a flat number you can't break down?
- Does overtime bill at the same markup, or does the multiplier change?
- Are there fees outside the bill rate β onboarding, drug screens, background checks?
An agency that can walk you through the markup in plain terms is one that won't surprise you on the invoice. "It's just $X an hour, don't worry about it" is a flag.
3. What does it cost to convert a temp to a permanent hire?
This is the most commonly missed question β and the most expensive surprise. If a worker is a great fit and you want to bring them on permanently, most agencies charge a conversion (buyout) fee. Ask:
- What's the conversion fee, and is it a flat amount or a percentage of salary?
- Does it decrease over time, dropping to zero after the worker has been on assignment for a set number of hours or weeks?
For temp-to-hire arrangements, the fee schedule matters as much as the rate. A fair agency lets you convert good workers without a penalty after a reasonable assignment period β because their model is built on placements that stick, not on locking you out of your own best hires.
4. Who is my actual day-to-day contact β and are they local?
Some of the largest agencies serve DFW from out-of-state call centers. When you have a problem at 6 a.m. on a Monday, you want a name and a local number, not a ticket queue.
- Who handles my account day to day, and where are they based?
- Can they get to my facility if something goes wrong?
- Is the same person handling both my orders and the worker relationships?

- Are the workers your employees or the agency's? (They should be the agency's.)
- Do you carry workers' comp on every placed worker?
- How do you handle I-9 verification, drug screening, and any required certifications (forklift, OSHA, IPC)?
